Design and full drafting of the I National Accessibility Plan 2004-2012 (PNdA), which develops the  strategy for the Spanish the implementation of Universal Accessibility in accordance with Law 51/2003. PNdA was passed by the Spanish Parliament on December 3rd 2003

Coordination of the technical and legal team in charge of the design of the Plan and its link with sectoral activities in the areas of transport, building, urban planning and communication.
